This Maldives 4 days itinerary is designed for independent travellers looking for a mix of budget-friendly adventures and touches of luxury.
On my recent trip to the Maldives (my 96th country!) before Bangladesh, I was surprised to find how affordable it could be, even during the off-season when the weather was unexpectedly perfect. Whether you want to explore vibrant local culture or indulge in resort amenities without splurging, this guide has you covered.
Know before you go
- Best time to visit: The Maldives is a year-round destination. Off-season (May–November) can bring occasional rain, but it’s less crowded and often more budget-friendly.
- Budget tip: Opt for local ferries and stay in guesthouses on inhabited islands like Hulhumale or Maafushi for a more authentic and affordable experience. Hulhumale was my base for this trip.
- Currency: Maldivian Rufiyaa (MVR), but USD is widely accepted.
- Insider tip: Resorts often offer day passes for around $100–150, giving you access to luxury amenities without the hefty price tag of an overnight stay.
- Don’t miss: Snorkeling with manta rays, visiting a sandbank, and experiencing a sunset cruise.
- Best way to get around: Speedboats and seaplanes are the most common modes of transport between islands. For resorts, internal transfers are usually arranged.
Maldives 4 days itinerary: Explore on a budget
Day 1: Arrival and island exploration
Morning:
Arrival & check in
All arrivals need to fill IMUGA form. You can fill it 72 hours before your departure. When you fill IMUGA, it requires you to select accommodation name so have that handy. Arrive at Malé International Airport and transfer to your resort Opps we are on budget take a short taxi or bus ride to Hulhumale, a neighbouring island connected to the airport (walk out of arrival, turn right walk till the end bus stop is there & bus will have “Hulhumale (HM) Phase 1 or 2” written at the front depends on where you going. It runs on Saturdays too) MVR 15, you can pay by tapping your cc on the ticket machine near the driver. There are ATMs & sim card (tips below) shops there too. Hulhumale is a man-made island known for its clean beaches, affordable accommodations, and convenient location for exploring the Maldives. I thought it would be less chaotic than staying in the capital city Male & i was right.
Check into a budget guesthouse or boutique hotel (e.g., Seasalter Maldives or Hathaa Beach Maldives). Rooms here are clean, comfortable, and cost around $50–$70 per night (high season it’ll go up).
For accommodation, I recommend using booking.com and sorting with price, then consider the ones with highest reviews plus within 1km of center/old town.

Which simcard to get in Maldives?
Ooredoo just opened a centre in Hulhumale. Speed was about 10 mbps download & upload.
In the Maldives, the two main mobile network providers are Dhiraagu and Ooredoo, both of which offer tourist-friendly SIM card packages with excellent nationwide coverage. Here’s a comparison to help you decide:
1. Dhiraagu
- Best for: Tourists visiting multiple islands, as Dhiraagu has the widest network coverage.
- Tourist SIM Plans:
- Starting at $15, including data packages and free calls to other Dhiraagu numbers.
- Popular packages include 17GB for $30 (valid for 7 days).
- Activation: SIM cards are easy to purchase at the airport or at Dhiraagu outlets on inhabited islands.
- Perks: Reliable 4G LTE speed and network even in remote islands.
2. Ooredoo
- Best for: Budget travelers or those staying mainly in Male, Hulhumale, or nearby local islands.
- Tourist SIM Plans:
- Starting at $15 for 17GB of data (valid for 7 days).
- Other packages offer up to 30GB for $50 (valid for 15 days).
- Activation: Available at Velana International Airport or Ooredoo outlets on inhabited islands.
- Perks: Competitive pricing and good 4G LTE speed, but coverage might be less reliable on remote islands compared to Dhiraagu.
Where to Buy
- Velana International Airport:
- Both providers have kiosks in the arrivals hall, making it easy to get a SIM card as soon as you land.
- Local Shops: Available on inhabited islands, though plans may vary slightly.
Which to Choose?
- If you plan to visit multiple islands or remote atolls, go with Dhiraagu for its superior coverage.
- If you’re staying in Male, Hulhumale, or nearby popular local islands, Ooredoo is slightly more cost-effective.
Afternoon:
Beach Stroll & Maldivian Lunch
- Stroll along Hulhumale Beach, a beautiful stretch of sand lined with palm trees. Unlike the private resort beaches, Hulhumale offers a chance to mingle with locals and experience authentic island life.
- Grab lunch at a local café, such as Family Room Café, known for its fresh seafood and Maldivian curries, all at affordable prices.
Evening:
Sunsets & Dinner
Watch the sunset on Hulhumale Beach and savour some hedhikaa, traditional Maldivian snacks like fish cutlets and masroshi (stuffed flatbread), at a nearby eatery.
Is there a bikini beach in Hulhumale?
Hulhumale, as a local island, adheres to Maldivian cultural norms, and there is no officially designated bikini beach on Hulhumale. Tourists are generally expected to dress modestly, especially on public beaches. While some areas on the northern part of the beach are more secluded and tourist-friendly, it’s still advisable to dress conservatively unless you’re on a private excursion or resort island.
If you’re looking for a bikini beach near Hulhumale:
- Maafushi Island, a short speedboat ride away, has a well-known designated bikini beach.
- Alternatively, private resort islands near Hulhumale offer the freedom to wear bikinis and swimwear without restrictions.
For a definitive experience in Hulhumale, wear sleeveless top & shorts or modest swimwear like rash guards or full swimsuits is the safest option. Always double-check with your guesthouse or locals for updated guidelines or hidden spots where tourists frequent.
Day 2: Indulge in a resort day pass
Morning:
Day Pass to enjoy the Luxury
- Start early and take a speedboat to a nearby luxury resort. From my hotel I took R6 bus to get to Hulhumale Jetty, got off in Aameen avenue bus stop and then cross the street to the Ferry terminal. I also noticed there are no traffic lights here and only one as you enter the island, reminded me of other asian countries.
- Many resorts, such as Sheraton Maldives Full Moon Resort or Paradise Island Resort, offer day passes that include access to beaches, pools, and even lunch buffets. Prices range from $100–$150 per person.
- Alternatively, book online day pass for the Marina at Crossroads Maldives includes free transfer to go & back, access to the Marina, and some of the best water in Maldives. To get free transfer, you must spend a minimum of US$ 20.00 (MVR 308.40) at The Marina, excluding children below 12 years old. You can spend at multiple outlets within The Marina and then present your bills to the Marina Agents before your departure. If you have not reached the minimum spending requirement of US$ 20.00, you can settle the difference at their Marina Counter before your departure.
Afternoon:
White sand beach, water activites, lunch
- Spend the day basking in the luxury of your chosen resort/marina. Relax on pristine white sand beaches, delicious lunch, snorkel in crystal-clear lagoons, or lounge by infinity pools. These day passes often include activities like kayaking or paddleboarding.
Evening:
Dinner, chill, reflect
- Return to Hulhumale for dinner at a waterfront restaurant like Bombay Darbar, serving delicious Indian and Maldivian fusion dishes. Reflect on your luxe day without the hefty resort bill.
Day 3: Discover Male city & Half day tour
Morning:
Male city, fish market & Mosque
- Take a local bus to Male from Hulhumale. Can pay in the bus with cc. From memory it’s bus R2 phase 1 but double check. I heard about a short ferry ride to Male but didn’t take one myself. Male, the bustling capital of the Maldives – begin your day with a visit to Malé Fish Market, where you can see locals trading freshly caught tuna and other seafood.
- Explore Hukuru Miskiy (Friday Mosque), a stunning coral stone structure built in the 17th century, showcasing traditional Maldivian architecture. Stroll along the local beach there.
Afternoon:
Lunch, and Museum
- Stop for lunch at Seagull Café, a popular spot serving everything from fresh seafood to tropical ice creams.
- Visit Republic Square and the National Museum to learn about the Maldives’ history, from its Buddhist era to its Islamic heritage.
Evening:
Dolphin watching tour and dinner
- Head back to Hulhumale for a relaxed evening. If you’re up for more adventure, join a half day tour or sunset dolphin-watching tour from Hulhumale, a budget-friendly alternative to resort excursions.
Day 4: Relax and Wrap Up in Hulhumale
Morning:
Sleep in, breakfast, beach
- Take it slow on your final day. Enjoy a leisurely breakfast at your guesthouse or a café like O’View, offering great coffee and ocean views.
- Spend the morning snorkeling at Hulhumale Beach. Many local operators offer gear rentals and guided trips to nearby reefs.
Afternoon:
Lil park picnic, coffee, coconuts
Visit the Hulhumale Central Park, a peaceful spot for a walk or picnic. Then before leaving, treat yourself to a coffee and some local pastries from one of the island’s cafes. “Hedhikaa” is the Maldivian term for traditional snacks, often including samosas, fish cakes, and sweet coconut treats.
